Mandates vision and hearing screenings for all public school students in pre-kindergarten through third grade, administered by trained school personnel or qualified third-party organizations at public schools

Parents must receive advance written notice of screenings and may opt their children out; schools must notify parents of children who fail either screening using Department of Public Health protocols

Schools must report detailed screening data to the Department of Public Health within 30 days, including numbers screened, passed, failed, and referred by screening method; the Department must submit annual reports to the General Assembly by December 1

Provides one-time grants up to $15,000 per local school system, subject to appropriations, for purchasing vision and hearing screening equipment meeting specified technical standards

Beginning in 2026-2027, requires written notification by mail to parents of third-grade students who do not achieve grade-level reading proficiency on end-of-grade assessments
