Establishes the DREAMS (Dedicating Resources to Educationally Advance More Students) scholarship providing up to $3,000 per year to undergraduate students at University System of Georgia and Technical College System institutions who have unmet financial need after other aid is applied.

DREAMS scholarship recipients must complete FAFSA, maintain a 2.0 GPA, enroll in at least 6 semester hours, complete a financial literacy course, and be engaged in part-time paid or unpaid work; awards limited to 8 semesters or 12 quarters.

Creates a DREAMS Scholarship Endowment Fund with three accounts (principal, scholarship, and transitional) managed by the Georgia Student Finance Authority, with investment and spending policies to ensure long-term sustainability.

Establishes a separate medical school scholarship for students at University System of Georgia medical schools, covering up to full cost of attendance for 8 semesters, with recipients required to practice medicine in Georgia for at least 4 years after graduation or repay the scholarship.

Increases the lottery shortfall reserve minimum from 50% to 100% of the average net proceeds deposited over the preceding three fiscal years, effective July 1, 2026, with scholarship programs beginning in the 2026-2027 academic year.
