Adds stillbirth to the list of qualifying life events that trigger parental leave eligibility for Georgia state employees, alongside birth, adoption placement, and foster care placement

Defines stillbirth by reference to paragraph (17) of Code Section 31-10-1 of Georgia law

Applies to full-time employees of the executive, legislative, and judicial branches of state government

Extends coverage to full-time employees of local education agencies (school districts)

Amends Code Section 45-20-17 of the Official Code of Georgia Annotated relating to parental leave requirements
