Creates five regional tariff transition advisory councils within the Department of Economic Development covering Northwest Georgia, Northeast Georgia, Metro Atlanta, Middle Georgia, and South Georgia

Each council consists of nine members serving two-year terms, including representatives from business/manufacturing, organized labor, agriculture, local development authorities, and educational/research institutions

Councils are responsible for collecting data on tariff impacts, conducting outreach to affected businesses and workers, developing mitigation strategies including workforce retraining and supply chain adjustments, and recommending state policy responses

Department of Economic Development must submit annual reports by December 31 to the Governor, Lieutenant Governor, and Speaker summarizing council findings, economic disruptions, and proposed policy actions

Department of Economic Development provides administrative support and may seek federal grants or philanthropic funding to support council activities
