Creates a $1 billion grant program administered by the Department of Community Affairs for small businesses, small-scale farmers (under $500,000 gross annual income), and small nonprofits (under $2 million annual budget)

Eligible recipients may apply for annual grants up to $50,000 for capital improvements, equipment, operating expenses, and workforce development

Priority funding goes to small nonprofit organizations serving historically underutilized communities in urban and rural areas, including faith-based organizations and community advocacy groups

Requires the Department of Community Affairs to establish program rules and procedures by January 1, 2027, with annual reporting to the Governor and legislative leadership by December 31 each year

Includes fiscal safeguard allowing temporary grant reductions if Georgia's revenue shortfall reserve falls below 10% of the previous year's net revenue
