Requires the state and non-municipal political subdivisions to dispose of unclaimed firearms through public auction (online or live) at least every 12 months when holding 5 or more saleable firearms, with transfers limited to federal licensees

Creates private causes of action allowing individuals to sue governments that fail to dispose of unclaimed firearms as required, with successful plaintiffs entitled to $100 or actual damages plus costs and attorney's fees
