County and municipal governing authorities may hold meetings by teleconference for zoning-related public hearings and committee meetings where no official action will be taken.

Teleconference meetings must provide one or more methods for public viewing and allow public commentary without requiring physical presence.

Governing bodies of agencies composed entirely of nonelected members are authorized to conduct meetings by teleconference.

Teleconference participation by members counts as full participation equivalent to physical presence.

When fewer than a quorum is physically present at a public hearing held via teleconference, the public must be afforded means to participate fully as if physically present.
