Creates the Columbus Music Commission as a public corporation and instrumentality of the State of Georgia to promote the Columbus area as a music destination, recruit and organize music festivals and concerts, and advocate for music education in local schools.

Establishes a 9-member board of directors appointed by Georgia General Assembly members representing Columbus, including 3 music producers/artists/managers, 2 venue owners/music business leaders, 2 arts organization representatives, and 2 city commission members or tourism officials.

Board members serve 3-year terms with a maximum of two consecutive complete terms, and a majority constitutes a quorum for decision-making.

Grants the commission broad powers including contracting for services, acquiring and disposing of property, accepting grants and donations, employing staff without public bidding requirements, and entering into agreements with public and private entities for up to 50 years.

Designates the commission as a public charity exempt from taxes and assessments on its property and activities, with exclusive legal jurisdiction in the Superior Court of Muscogee County.
