Changes Georgia's motor-voter registration system from automatic opt-out to voluntary opt-in when applying for, renewing, or changing information on a driver's license or identification card

Removes the current requirement that driver's license applications automatically serve as voter registration applications unless specifically declined

Applicants who are within six months of their 18th birthday or older may still register to vote or update their registration during driver's license transactions by affirmatively signing the voter registration application

Amends Code Section 21-2-221 of the Official Code of Georgia Annotated relating to elections and primaries
