Prohibits elected officials of counties, municipalities, and consolidated governments from entering nondisclosure agreements with private entities for economic development purposes, effective July 1, 2026

Applies to agreements involving land use, annexation, rezoning, tax incentives, public infrastructure allocation, and utility commitments

Requires governing authorities to complete an independent impact analysis before voting on economic development projects, covering water demand/supply, traffic, electrical grid impact, sewage/wastewater capacity, and fiscal impacts

Independent impact analysis must be conducted by a qualified third party selected by the governing authority, with costs paid by the private entity applicant

Impact analysis must be completed and made publicly available at least 14 days before any official vote or action
