Authorizes Georgia courts to collect additional filing fees up to $5.00 on civil cases and additional penalties up to $5.00 on criminal/traffic fines to fund court technology needs

Requires county or municipal governing authorities to adopt a resolution to implement the fees, with approval deemed granted if no action is taken within 30 days of a request

Chief judges may develop technology plans outlining how fees will be used, which must comply with Judicial Council of Georgia technology standards; plans may be developed jointly with other courts

Funds may be spent on computer hardware/software, electronic courthouse systems (imaging, security, evidence displays, audio/video equipment), networking services, IT staff, and related training

Effective July 1, 2027, preempting all local Acts creating court technology fees; courts must submit annual reports to the Judicial Council beginning August 1, 2028
