Establishes the Georgia Medicare for All Program to provide comprehensive universal single-payer healthcare coverage for all Georgia residents regardless of immigration status, with implementation required by July 1, 2029

Creates an independent Georgia Medicare for All Board (9-17 members appointed by Governor, Senate President, and House Speaker) to administer the program, along with four public advisory committees covering general policy, long-term care, state health benefits, and workers' compensation

Covers extensive healthcare benefits including hospital services, prescription drugs, mental health, dental, vision, reproductive healthcare, gender-affirming care, and long-term care services with no premiums, copayments, or deductibles for members

Repeals Georgia's existing abortion restrictions (including the "heartbeat bill" passed in 2019) and enacts the "Reproductive Freedom Act" establishing a fundamental right to abortion, contraception, and sterilization without criminal penalties

Repeals prohibitions on Medicaid expansion and restrictions on gender dysphoria treatment for minors, and establishes the Georgia Medicare for All Trust Fund to finance the program through federal waivers and state appropriations
