Revises the definition of "education record" to align with federal FERPA standards and removes language allowing local boards of education to withhold records they determine "cannot reasonably be made available" to parents

Repeals the 5-school-business-day time limitation on parents' right to request copies of transferred student education records, allowing requests at any time after notification

Creates a new standardized definition of "school business day" (excluding weekends and holidays when at least one administrator is present and the school is not officially closed) to replace inconsistent terminology across Georgia education code

Adds cross-references to Code Sections 20-2-667, 20-2-670, and 20-2-786 to clarify that local boards cannot deny parents or legal custodians the right to inspect and review their child's education records

Becomes effective upon approval by the Governor or upon becoming law without such approval
