Requires the Georgia Department of Community Health to use a request for applications process (rather than competitive bidding) for care management organization contracts to serve Medicaid and PeachCare for Kids recipients, contracting with all applicants meeting minimum standards

Mandates 60-day public notice and comment period before issuing applications, including public forums and publication of the department's responses to comments at least 30 days before release

Establishes annual performance evaluations of care management organizations by region starting July 1, 2027, with results published publicly and recertification required every 5 years initially, then every 3 years

Automatically cancels any pending care management organization procurement without a final contract on the effective date of the law

Creates an administrative hearing and judicial review process for care management organizations denied contracts or terminated, with appeals to the Commissioner of Community Health within 14 days and subsequent review available in Fulton County Superior Court
