Authorizes the State Court and Magistrate Court of DeKalb County to charge technology fees up to $50.00 per civil action filing, with funds maintained in segregated accounts for court technology needs including computer hardware/software, imaging equipment, and digital archiving

Establishes a court administrator position for both the State Court and Magistrate Court, appointed and removable by at least eight state court judges and the chief magistrate, with authority over budget, human resources, facilities, IT, and court programs

Sets the court administrator's salary at 90% of the Superior Court administrator's salary, and the state court clerk's salary at 90% of the state court administrator's salary, with protections against salary reductions for incumbents

Permits each State Court judge to hire a staff attorney, allows the court administrator and clerk to jointly hire a staff attorney, and authorizes at least two staff attorneys for the Magistrate Court, all as DeKalb County employees

Provides that court personnel including the administrator, clerk, marshal, chief probation officer, and staff attorneys receive full county employee benefits including health insurance, retirement, longevity pay, and leave
