GA HB1511

Authorizes Georgia courts to collect an additional filing fee of up to $5.00 on civil cases and an additional penalty of up to $5.00 on criminal fines, traffic violations, and ordinance violations to fund court technology needs

Requires local governing authorities to adopt a resolution to implement the fees, and chief judges may initiate technology plans that must comply with Judicial Council of Georgia standards

Collected fees must be deposited into a separate technology fund administered by the clerk of court, with permissible expenditures including computer hardware/software, electronic courthouse systems, networking services, and technology training

Preempts all local Acts creating court technology fees effective July 1, 2027, though funds previously collected under local Acts may continue to be used

Requires courts to submit annual reports to the Judicial Council of Georgia beginning August 1, 2028, detailing amounts received and expenditures from the technology fund
