Requires clerks of court to notify accused individuals by first-class mail or postcard at least 15 days in advance when a court appearance date, time, or location on a uniform traffic citation is changed by the court.

Creates additional notice requirements when court dates are changed: if the accused fails to appear at the rescheduled time, the clerk must send two separate failure-to-appear notices (each allowing 30 days to respond) before forwarding the driver's license number to the Department of Driver Services for suspension.

Prohibits courts from conditioning the scheduling of a new court appearance date on payment of any previous failure-to-appear fees.

Allows license reinstatement when the accused schedules a new court date, appears for a hearing or arraignment, or the charge is finally adjudicated and applicable restoration fees are paid.

Amends Georgia Code Section 17-6-11 relating to uniform traffic citations and failure to appear procedures.
