Counties and municipalities must use qualifications-based selection (rather than lowest-bid) when acquiring professional services from architects, interior designers, land surveyors, landscape architects, and professional engineers for road system projects

Local governments must follow the state's competitive procurement process under Chapter 22 of Title 50 for professional services on projects exceeding $1 million in construction costs or $75,000 in professional service fees

Contracts for these professional services are exempt from the standard requirement to obtain at least two estimates for expenditures between $20,000 and $200,000

Local governments may enter into multiparty on-demand contracts with multiple qualified providers and may expand scope with existing providers if the work falls within the provider's technical competency

Effective date is July 1, 2026
