GA HB1523

Creates the Sumter County Public Facilities Authority as a public body corporate with perpetual existence, consisting of 5 members appointed by the Sumter County Board of Commissioners for staggered terms of 1-3 years initially, then 3-year terms thereafter.

Authorizes the authority to acquire, construct, operate, and maintain public buildings, facilities, and equipment for Sumter County, the Sumter County School System, and municipalities within the county.

Grants power to issue revenue bonds with maximum 40-year maturity to finance projects, with bonds payable solely from authority revenues and not constituting debt of the state or county.

Provides that authority property is exempt from taxes and assessments, revenue bonds are exempt from state taxation, and the authority has the same tort immunity as Sumter County.

Upon dissolution, all authority assets revert to Sumter County, subject to any existing property rights of other parties.
