Revises and readopts the entire charter for the City of Auburn, Georgia, originally approved February 17, 1949, replacing Sections 1.10 through 7.13

Establishes a council-manager form of government with a mayor and four councilmembers elected at-large from four districts, with staggered four-year terms beginning in 2027 and 2029

Creates three-term limits for both mayor and councilmembers, with terms counted separately for each position

Requires any changes to police protection powers to be approved by two-thirds voter referendum, mandating a minimum of two full-time officers per shift, 24 hours a day, plus a police chief

Grants the city manager broad executive authority including hiring/firing employees, supervising all departments, preparing the annual budget, and executing contracts authorized by council
