Authorizes the Municipal Court of the City of Franklin Springs to charge a technology fee up to $15.00 as a surcharge on each criminal and quasi-criminal fine

Restricts fee usage exclusively to court technology needs including computer hardware/software purchases, equipment leasing and maintenance, and imaging/scanning/communications/printing equipment

Requires funds to be maintained in a segregated account by the court clerk, subject to audit by a city-approved auditor

Fee authority terminates on July 1, 2036, with residual funds remaining dedicated to general city technology uses or transferable to the city governing authority if deemed surplus
