Extends the mayoral term for the City of Fairmount from two years to four years, beginning with the mayor elected in 2027

Maintains the four-member city council structure with staggered four-year terms, with Posts 1 and 3 elected together and Posts 2 and 4 elected two years later

Requires candidates for mayor and council to be Fairmount residents for one year prior to election, remain residents during service, and meet Georgia House of Representatives qualification standards

Authorizes the mayor and council to set their own salaries by ordinance, with any increases taking effect only after the next regular municipal election

Allows reimbursement of actual and necessary expenses for elected officials upon presentation of itemized vouchers when authorized by the mayor and council
