Removes the millage rate limitation that was in effect on December 31, 2012, for the Dalton Independent School System and establishes a new maximum cap of 9.5 mills for property taxes

Requires a referendum on the Tuesday after the first Monday in November 2026, where City of Dalton voters will approve or reject the lowered millage rate cap

If approved by more than half of voters, the new millage limitation takes effect January 1, 2027; if rejected or the election is not held, the Act automatically repeals 365 days after the scheduled election date

Election expenses will be borne by the City of Dalton, and notice must be published once a week for two weeks preceding the election in the official organ of Whitfield County

Provides judicial remedy allowing any City of Dalton elector to seek a writ of mandamus if the municipal election superintendent fails to conduct the required referendum
