Amends the law governing the Putnam County Board of Commissioners, originally established in 1879, to allow current board members to serve out their existing terms

Creates an automatic vacancy if a commissioner ceases to reside in the district from which they were elected during their term of office

Remaining board members appoint successors for vacancies with unexpired terms of less than 12 months; appointees must reside in the affected district and belong to the same political party as the prior officeholder

Chief judge of Putnam County Superior Court appoints a successor if board members cannot agree on a selection

Vacancies with 12 months or more remaining require a special election under the Georgia Election Code to fill the position
