Authorizes the utility commission to buy, sell, trade, lease, or rent property in its own name, with sale proceeds used solely for the utility system's benefit

Property acquired by the commission after July 1, 2019 belongs to the commission, while the commission manages city-owned property that forms part of the utility system

Preserves existing debt obligations and covenants on utility property, ensuring the transfer provisions do not impair prior agreements
