Amends the City of Palmetto charter to establish mayoral qualifications requiring candidates to meet state elector requirements, be a city resident for one year, and have no outstanding debts to the city, with four-year terms for both mayor and councilmembers

Grants the mayor veto power over ordinances within ten calendar days of receipt, which the council may override with a vote of at least five councilmembers

Authorizes the mayor and council to create a city manager position, appointed by majority council vote, who serves at the pleasure of the governing body and may be removed by majority vote

Designates the city manager as chief executive and administrative officer responsible for hiring/firing employees, supervising all departments, preparing annual budgets, and submitting department head appointments for council confirmation

Empowers the mayor and council to establish city departments by ordinance, including setting compensation, rules, and duties for personnel
