Authorizes the City of Springfield, Georgia to exercise all redevelopment powers under the state's "Redevelopment Powers Law," including creating tax allocation districts, issuing tax allocation bonds, and undertaking community redevelopment projects

Requires voter approval through a referendum to be held on the Tuesday after the first Monday in November 2026

Election notice must be published in the official organ of Effingham County once at least 90 days before the election and once weekly for two weeks immediately preceding the vote

Requires more than one-half of votes cast to approve the Act; if rejected or the election is not conducted, the Act automatically repeals on January 1 following the election date

City of Springfield bears all expenses for conducting the referendum election
