Amends the Cochran/Bleckley Airport Authority Act (originally approved May 12, 2015) to revise the board membership structure

Authority board consists of seven members: three appointed by the City of Cochran, three appointed by Bleckley County, and one appointed by majority vote of the other six members

Up to three members (one from each appointing category) may be residents of adjacent counties rather than Bleckley County, provided they have specific expertise in aviation, business, or finance

All other authority members must be residents of Bleckley County

Eligibility requirements for board membership: must be at least 21 years of age and have no felony convictions
