Amends the City of Woodbine charter to allow the mayor to vote on all matters before the city council, expanding from previous limited voting authority

Grants the mayor power to appoint a city administrator (subject to council approval) and authorizes the mayor to suspend the administrator without pay for up to 14 days for failure to follow written directives, limited to three suspensions per calendar year

Allows the mayor to independently authorize contracts for accounting, auditing, or legal services up to $25,000 per year, but only if the city has failed to meet state audit or budget reporting requirements for more than 12 months

Requires all city contracts to be in writing and approved by city council (except for the mayor's limited contracting authority), with approvals recorded in the council's journal of proceedings
