Repeals and replaces all current operative provisions of the Henry County Airport Authority, originally created May 3, 2023, establishing a seven-member board serving without pay plus two ex-officio members (county manager and executive director of Henry County Development Authority)

Authorizes the Authority to acquire, construct, maintain, operate, and improve airports and landing fields for aircraft use, including related buildings and facilities, with power to hold fee simple title to real and personal property

Grants the Authority power to issue negotiable revenue bonds with maturities up to 30 years, payable solely from Authority revenues rather than county funds, with bonds and their income exempt from state taxation

Establishes appointment structure where Henry County's governing authority appoints members based on nominations from state House representatives and senators in the Henry County delegation, with the county directly appointing two members

Provides the Authority with eminent domain powers to condemn real property and rights-of-way, subject to approval of the Henry County governing authority for exercising powers under the Act
