County manager authorized to make purchases up to $50,000 without commission approval or bids, with purchases exceeding $10,000 reported to the commission

Mayor's role would be limited to presiding over commission meetings, voting on matters, serving as ceremonial head, administering oaths, and signing contracts

Requires voter approval via referendum on the Tuesday following the first Monday in November 2026; if approved by majority, takes effect January 1, 2027; if rejected or election not held, the act automatically repeals after 365 days
