GA HB1586

Reincorporates the Town of Bogart, Georgia with a governing structure consisting of a mayor and four councilmembers, all serving four-year terms and elected in nonpartisan elections held on the Tuesday after the first Monday in November in odd-numbered years

Establishes a Municipal Court with jurisdiction to impose fines up to $1,000, imprisonment up to 180 days, or both, with judges appointed by the town council and required to be at least 21 years old

Grants the town broad municipal powers including taxation, eminent domain, zoning and planning, police and fire protection, public utilities operation, and the authority to issue bonds and incur debt

Requires candidates for mayor or councilmember to be at least 21 years old, U.S. citizens, and residents of the town for 12 months prior to election, with vacancies filled by appointment if less than 12 months remain in the term or by special election otherwise

Repeals the town's previous charter from April 20, 1998 (Ga. L. 1998, p. 4461) and all amendatory Acts in their entirety
