Adds one additional judge to the State Court of Carroll County, effective July 1, 2025, with the current judge becoming chief judge

Governor appoints the initial additional judge for a term from July 1, 2025 through December 31, 2026; successors elected in nonpartisan judicial elections for four-year terms beginning January 1, 2027

Each judge receives an annual salary equal to 90% of the Carroll County Superior Court judge's salary, paid from county funds

Judges must serve full-time and are prohibited from engaging in private law practice

Each judge may employ a secretary at a minimum annual salary of $14,750, with increases allowed upon county governing authority approval
