GA HB1600

Creates the City of McDonough Public Facilities Authority as a public body corporate and state instrumentality to acquire, construct, equip, maintain, and operate buildings and facilities for the city's governmental and administrative functions

Authority consists of 7 members appointed by the McDonough city council, serving 3-year terms (city council members may serve concurrently with their council terms), with 4 members constituting a quorum

Authorizes the authority to issue revenue bonds payable solely from rents, revenues, and earnings—not from city or state credit—with bonds and income exempt from Georgia taxation

Authority property is exempt from taxes and assessments, protected from levy and sale, and the authority has the same tort immunity as a Georgia county

Upon dissolution after all bond debts are paid, all authority property transfers to the City of McDonough
