Creates the Georgia Youth Advisory Council as an advisory body to the Governor, consisting of 15 members ages 14-21, with one youth representative from each congressional district plus one at-large member appointed by the Governor

Members serve two-year terms with eligibility for reappointment; the council elects its own chairperson and must meet at least quarterly

Council advises on youth issues including education, employment, substance abuse, foster care, homelessness, health, and strategies to increase youth participation in government

Committees may be formed to study matters where youth have particular insight, such as technology, cyber fraud, online scams, and protection from digital predators on social media and gaming platforms

Annual report due by November 30 to the Governor, Lieutenant Governor, and Speaker of the House; administrative support provided by the Office of the Governor
