Creates the felony offense of distributing AI-generated obscene material depicting a child, punishable by 1-15 years imprisonment, covering realistic images of children in sexually explicit conduct created through artificial intelligence

Establishes criminal liability for operators of AI-powered apps designed for or marketed to children if the app provides obscene content descriptions to minors

Imposes enhanced sentencing when AI is knowingly used to commit designated offenses including stalking, exploitation of elders/disabled persons, forgery, fraud, computer crimes, identity theft, and election interference

Enhanced penalties for AI-assisted crimes: misdemeanors receive 6-12 months confinement plus up to $5,000 fine; felonies receive minimum 2 years imprisonment plus $5,000 minimum fine

Effective date of July 1, 2025, applying to all offenses committed on or after that date
