Expands comprehensive background check requirements to explicitly cover Head Start programs and all programs receiving federal funds through the department for child care, including directors, employees, and affiliated individuals

Revises the definition of "comprehensive records check determination" to require FBI fingerprint checks, criminal history records checks, and searches of child abuse/sex offender registries in the applicant's current state and all states of residence during the preceding five years

Mandates license or commission revocation and prohibits issuance for early care and education programs whose directors or employees fail to undergo required background checks and receive acceptable determinations

Requires employees and directors to undergo renewed comprehensive background checks at least every five years, unless fingerprints are retained through the department's participation in the FBI fingerprint retention program

Effective date: July 1, 2025
