Adds a Georgia residency requirement for students to participate in the state's Dual Enrollment program, requiring students to meet legal resident classification standards established by commission regulations

Students must maintain Georgia residency throughout their participation in the dual enrollment program

Eligible students include those in 11th or 12th grade taking dual credit courses, and 10th graders meeting specific criteria (enrolled in CTAE courses, have qualifying SAT/ACT scores, or were previously enrolled as 9th graders before June 30, 2020)

Effective date of July 1, 2025, applying to all school years beginning on or after that date
