New elementary schools constructed on or after July 1, 2027 must include accessible playgrounds of at least 10,000 square feet with 20% shaded area, unitary surfacing on 80% of the area, and specific inclusive equipment including communication boards, ASL/Braille panels, adaptive swings, and wheelchair-accessible structures

State Board of Education will establish a three-year pilot immersive writing program for grades 2-5, with up to $2 million in annual grants beginning in the 2026-2027 school year; schools must apply by January 1, 2026

Local school systems receiving state funds are encouraged to permit patriotic societies (Boy Scouts, Girl Scouts, and similar groups listed in Title 36 of the U.S. Code) to use school facilities for civic education activities

Schools denying facility access to patriotic societies must provide written reasons for the denial to the requesting organization

The pilot writing program automatically repeals on July 1, 2029, with the Department of Education required to submit annual assessment reports beginning June 1, 2027
