Repeals Code Section 40-1-118, which authorized the Georgia Department of Public Safety to establish reasonable rates, fares, and charges for transportation of household goods by motor carriers

Removes household goods carriers from rate regulation requirements under Code Section 40-1-119, allowing them to set their own prices

Maintains existing rate regulation authority for motor carriers of passengers, including requirements to follow department-prescribed rates and prohibitions on unjust discrimination

Preserves the commissioner's authority to prescribe passes, free transportation, and reduced rates for special occasions for passenger carriers only
