Totally disabled veterans may receive free license plates for up to two motorcycles or passenger cars for personal use, increased from one vehicle previously; disabled veterans who do not qualify as "totally disabled" also receive this expanded two-vehicle benefit

Unremarried surviving spouses or minor children of deceased disabled veterans may continue receiving the free special license plates until remarriage or death

Seven new specialty license plates established: Shepherd Center, Georgia Veterans Service Foundation, Southern University Alumni, Delta Sigma Theta Sorority, Alabama State University Alumni, Georgia State Parks, and black bass conservation

Funds from specialty plate sales disbursed to designated organizations, including the Department of Natural Resources (state parks plate) and Georgia Natural Resources Foundation (black bass plate)

Effective dates: July 1, 2025 for most provisions; January 1, 2026 for disabled veteran license plate changes; requires two-thirds majority vote in both chambers to become law
