Removes authorization for Georgia's Secretary of State to join nongovernmental organizations that share voter registration data, such as the Electronic Registration Information Center (ERIC)

Prohibits all state and local election officials from participating in multistate voter list maintenance organizations that encourage voter registration outreach or share data beyond removing deceased, duplicate, or ineligible voters

Requires termination of participation in any prohibited multistate voter list maintenance organization within 90 days of the Act's effective date

Authorizes the Secretary of State to enter into direct joint compacts with other states' chief election officials to share voter registration information for list maintenance purposes

Permits sharing of driver's license and identification card information through the Department of Driver Services for voter eligibility verification under authorized state-to-state compacts
