Amends Georgia Code Section 20-2-315 to strengthen equal athletic opportunity requirements for public school students of both genders, mandating comparable and equivalent funds, facilities access, equipment, supplies, and other resources for male and female teams

Establishes that failure to provide comparable resources for teams of one gender constitutes noncompliance, replacing previous language that only allowed such failure to be "considered" in assessing equality

Creates a private right of action allowing students deprived of athletic opportunities or harmed by violations to seek injunctive or declaratory relief in superior court, with prevailing parties entitled to attorney's fees and court costs (but not monetary damages for opportunity deprivation claims)

Provides anti-retaliation protections with monetary damages available for students who face adverse action after reporting violations, including compensation for psychological, emotional, or physical harm

Requires the Department of Education to publish an annual report on local school system athletic expenditures and participation rates by gender (changing from "may" to "shall" publish)
