Establishes a school-linked behavioral health grant program through the Department of Behavioral Health and Developmental Disabilities to provide early identification and intervention for K-12 students with mental health or substance use disorders

Eligible grant applicants include community service boards, community mental health centers, licensed healthcare providers specializing in mental health/substance use treatment, and Medicaid providers serving children and families

Allowable grant expenses include diagnosis and treatment services (including telehealth), family support and navigation assistance, student transportation when school is out of session, school staff training, and telehealth equipment/setup costs

Grantees must pursue all available third-party reimbursement (excluding local school systems) and must serve students regardless of insurance coverage or ability to pay

Grantees are required to collect and report data to the department to evaluate program effectiveness; program is subject to available appropriations
