Changes citation signing from mandatory ("shall") to optional ("may"), allowing individuals to sign traffic citations to acknowledge receipt and obligation to appear for trial

Removes the requirement that refusal to sign results in posting a cash bond; instead, refusal simply means the person must appear for trial

Requires officers to write "Refusal to Sign" on citations when a person declines to sign and still provide the citation to that person

Establishes that refusal to sign constitutes reasonable cause to believe the person will not appear at trial

Officers retain discretion to bring individuals who refuse to sign before a judicial officer or traffic violations bureau to post bond
