Creates the "small business innovation startup capital subfund" within Georgia's existing Seed-Capital Fund to provide startup funding to small businesses majority-owned (51% or more) by students or graduates of Technical College System of Georgia (TCSG) small business programs

Eligible businesses must be Georgia-organized, not dominant in their field, in operation for less than 10 years, and engaged in innovative work in technology, manufacturing, or agriculture

Applicants must submit detailed business plans including product/service descriptions, market analysis, financial projections, and statements demonstrating potential economic impact and innovative work

The center and TCSG must jointly approve applications after finding the business has reasonable chance of success, founders have made substantial financial or time commitments, and the state will secure returns through economic growth and diversification

Subfund may be funded through gifts, grants, private donations, and government funds, with investment interest credited back to the subfund
