Updates the reference date for Board of Natural Resources rules and regulations from January 1, 2024 to January 1, 2025 for purposes of establishing criminal violations under environmental protection, game and fish, and watercraft laws

Expands courtesy hunting and fishing license eligibility to include both residents and nonresidents who are paralyzed or disabled participating in approved nonprofit or department-sponsored events, removing the previous limitation to only nonresident disabled veterans

Changes the special turkey hunting season eligibility from persons "16 years of age or younger" to "youth under 16 years of age" for the extended weekend prior to regular turkey season

Establishes new annual fees for resident shellfish crew licenses: $200 for up to ten harvesters and $400 for unlimited harvesters

Allows shellfish harvesters operating under a master harvester with a valid shellfish crew license to be exempt from individual commercial fishing boat license requirements
