Authorizes placement of a monument on the Georgia state capitol grounds or another prominent location to honor the "Original 33" — the 33 African American legislators elected to the Georgia General Assembly in 1868 who were subsequently expelled in September 1868

Monument funding is contingent on availability of private funds; no state appropriation is provided

Requires the monument to be procured and placed as soon as practicable, unless public safety concerns warrant postponement

Amends Chapter 3 of Title 50 of the Official Code of Georgia Annotated (state flag, seal, and other symbols) by adding a new Article 8
