Creates the office of senior municipal court judge for former judges who served at least 10 years in aggregate, with applications reviewed by the Council of Municipal Court Judges president within 30 days.

Senior municipal court judges must complete mandatory training, be licensed to practice law in Georgia, and maintain good standing with the State Bar, though training support and registration fees are waived.

Senior municipal court judges receive all amenities and privileges of other court judges but are not required to sit as a judge in any court.

Establishes the Georgia Municipal Court Clerks' Council as a state agency composed of municipal court staff from all Georgia municipal courts, with authority to organize, elect officers, and develop bylaws.

The Clerks' Council is tasked with improving municipal courts, assisting court staff statewide, and promoting training, with funding from state appropriations and other sources.
