Renames the Georgia Early Literacy Act to the "Georgia Early Literacy and Dyslexia Act" and requires schools to identify students in kindergarten through third grade who are significantly at risk of not attaining grade level reading proficiency or who have characteristics of dyslexia, with mandatory written notification to parents within 15 school days of identification.

Prohibits public schools from using the "three-cueing system" (MSV model) for teaching word reading in kindergarten through third grade, and removes the Reading Recovery Program as an approved early intervention delivery model.

Requires all K-3 teachers to complete training on the science of reading, structured literacy, and foundational literacy skills by August 1, 2025, and mandates schools administer universal reading screeners three times per school year starting within 30 school days of the school year beginning.

Establishes the Georgia Literacy Coach Coordinating Committee within the Office of Student Achievement to coordinate state-wide literacy coaching efforts and oversee literacy coaches funded by state or federal dollars.

Extends the Georgia Council on Literacy's sunset date from December 31, 2026 to December 31, 2030, and expands its purpose to include improving literacy outcomes for Georgia adults as well as students.
